HPAP is broken.

Envisioned as a critical resource for aspiring first-time home-buyers in D.C, HPAP has left applicants confused and floundering over the past year. Last minute rule changes, conflicting or non-existant communications, and unnacceptable delays in fund delivery have violated the trust of D.C. residents, many of whom have no other option for securing down payment assistance. Worse still, these gaps in service remain completely unexplained and unaccounted for by D.C. leadership.

At its best, HPAP can be life-changing for low- and moderate-income residents of D.C., an example of our local government putting our taxpayer dollars to work for constituents. But HPAP is far from the best it can be. It is woefully mismanaged by DHCD and woefully underfunded by Mayor Bowser’s office. Lenders, agents, and sellers are already frustrated by HPAP, and some are saying they will outright refuse to work with HPAP clients in the future.

We demand better for D.C.
